Leveling up should be your primary goal in Splatoon 2, as that’s what’s going to help you unlock all of the weapons and clothing available in the game. Not only that, you can only access certain online multiplayer game modes at specific levels.

First off, it’s important to note that you can’t gain experience and levels simply by doing the single-player campaign. However, I do advise at least clearing two worlds in the campaign just so you can get a hang of the mechanics, and you’ll be more familiar with the gameplay and controls. Experience can only be gained through the online multiplayer portion of the game, which you can access by going to the large central building in Inkopolis square. When you’re first starting out in the game, you’ll be at level 1, which means that you can only do regular Turf battles. Start with those and work your way up, and you’ll soon be able to participate in League and Ranked matches once you hit level 10.

Do note that most clothing and weapons will be locked to you until you reach level 4 as well.
